F. Thomas Luparello
F. Thomas Luparello was appointed Interim Director of the DC Department of Employment Services (DOES) in January 2014, Acting Director in May 2014, and confirmed as Director in November 2014. Before his appointment, Luparello served as the Chief Information Officer (CIO) for DOES since 2012. In this role, Luparello’s focus was to align the District’s legacy architecture with industry best practices, while also engineering the transition to a modernized infrastructure with a concentration on efficiency, transparency, integrity, and data science. Prior to becoming CIO, Luparello served in Deputy and Managerial positions within DOES’ Office of Information Technology. During his tenure, he has performed extensive business intelligence gathering, business analysis, and process improvements across the Agency’s departments to provide solutions to DOES initiatives and challenges. This experience has given him a comprehensive perspective over DOES operations, programs, and services. Luparello has broad experience in business management, infrastructure support, security, administration, operations, and project management.
Prior to DOES, as Chief Technology Officer (1995-2010), Luparello helped found a private consulting group whose mission was to help small businesses navigate the complexities of federal contracting using technological tools he developed. After 15 years, he left to begin a career in the public sector with DC Government.
Luparello holds an undergraduate degree in philosophy and mathematics, and has completed graduate studies in business and law.
