Jeffrey Barnette was appointed acting Treasurer and Deputy Chief Financial Officer for the Office of Finance and Treasury in July 2012. As acting Treasurer and Deputy CFO, he manages the District’s Treasury programs associated with its annual $10 billion operating budget and $1 billion capital budget. This includes management of the District’s banking and investment activities, check and electronic receipts and disbursements, and its debt issuance and repayment activities.
Prior to being named acting Treasurer, Mr. Barnette was the Associate Treasurer of Asset Management in OFT. Before joining OFT, Mr. Barnette was a Managing Director of the Registered Investment Advisory Firm, Barrier Investments LLC from 2005-2008. Prior to working for Barrier, he was an Investment Portfolio Manager for Capital One Financial from 1998 to 2005. Additionally, Mr. Barnette worked for the Student Loan Marketing Association (Sallie Mae), McKenna & Cuneo LLP and NADA Retirement Trust. Mr. Barnette has extensive experience with fixed income and pension investment programs. Mr. Barnette represents the District as a member of the National Association of State Treasurers and the Government Finance Officers Association. He is also an ex-officio trustee of the DC Retirement Board. Mr. Barnette is a graduate of Radford University, with a bachelor’s degree in business administration with a concentration in finance.
