Lisa María Mallory

Lisa María Mallory has over 25 years of experience in private, public and non-profit organizations. She has served with the DC Department of Employment Services (DOES) since February 2010 as the chief operating officer, and most recently as deputy director for operations. Prior to DOES, Mallory was senior vice president at ICF International where she provided human capital, workforce development, business process redesign, strategy, performance management and large scale transformation solutions for public and non-profit leaders.
Formerly, Mallory was senior vice president of Policy and Consulting at the Fannie Mae Foundation. In that capacity, she led the policy and consulting group – a team of experts that worked with key external partners to conceptualize, formulate and evaluate strategies for change. She also directed the fellowship and leadership development programs and worked with national leaders and major trade associations to share knowledge and promote best practices in housing, education and community development.
Mallory has extensive local and Federal government experience. She served as the director of the Center for Innovation and Reform in Washington, DC, where she was charged with leading the reform of District agencies including the Department of Human Resources, the Office of Contracting and Procurement and the Department of Consumer and Regulatory Affairs. She designed and implemented the creation of the District’s Department of the Environment. Previously, she was a partner at the Public Strategies Group where she provided change management and government transformation services to public sector agencies.
Mallory was a member of the senior executive service at the US Social Security Administration and at the US Department of Health and Human Services where she served as special assistant to the Deputy Secretary. Detailed to the White House as chief of staff and deputy director of former Vice President Al Gore's National Performance Review, she worked with Federal departments on large scale reinvention initiatives. She has an additional 10 years of public sector experience, including working with the Senate Foreign Relations Committee.
Mallory earned a MBA from the George Washington University in International Business and a BS from the University of Maryland in Business and Technology Management. Mallory attended George Mason University’s Public Policy Institute in furtherance of a Ph.D., which she is completing at Walden University. Her concentration is Public Policy Leadership. She is a coach of leaders and trained with Linkage, Inc. and The Coaches Training Institute.
Mallory is fluent in Spanish and conversational in Italian, French and Portuguese.
