Alien Certification The Immigration and Nationality Act of 1965, as amended, stipulates that certain aliens may obtain a visa to enter the United States and engage in permanent employment. This program is designed to protect the jobs, wages, and working conditions of United States workers.

First Source Agreement The office ensures that projects developed in whole or in part with District of Columbia funds, or with other funds which the District administers, give priority to District residents for newly created jobs. All beneficiaries of contractual agreements totaling $100,000 or more are required to enter into a First Source Agreement with DOES and to utilize DOES as a first source for recruitment, referral, and placement of employees.
Job Order Processing Individual employer job specifications and necessary worker qualifications are recorded and made available to qualified applicants both locally and on www.dcnetworks.org. The staff meets employer job needs consistent with equal employment opportunity principles through the selection and timely referral of qualified permanent full-time, temporary, and part-time workers. The department's special initiatives are to:
- assist with the coordination of the Washington Region Access to Jobs Program;
- administer the Work Opportunity and Welfare-To-Work Tax Credit; and
- assist public/private organizations with special recruitments.
