District of Columbia Strategic Workforce Investment Plan Stand-Alone Modification The District of Columbia (District) implemented the Workforce Investment Act of 1998 (WIA) on July 1, 2000. A stand-alone modification to the District's Strategic WIA Two-Year Plan, including attachments, has been developed to provide a framework for the delivery of employment and training services, covering the period of  July 1, 2010 - June 30, 2012.
