RFA for Demonstration Projects and Watershed Training Related to Nonpoint Source Pollution

DDOE is seeking eligible entities to install practices to manage stormwater and increase public awareness of stormwater issues in the District of Columbia.  The total amount available for this RFA is approximately $500,000.00. The amount is subject to continuing availability of funding and approval by the appropriate agencies.

The deadline for application submissions is 8/1/2014, at 4:30 p.m.  Five hard copies must be submitted to the above address and a complete electronic copy must be e-mailed to 2014nonpointsourcerfa.grants@dc.gov

Questions & Answers
Q: Should proposals for Project 2: Watershed Training and Information Dissemination for District Residents have a Watershed Stewards Academy model or can we expand it to include green jobs training?

A:  The review team will score proposals based on the scoring criteria included in the specific project description and body of the RFA

Q: The RFA for the Green Roof Rebate Program states that "the applicant's budget table should reflect the division between administrative overhead, program management, and actual rebate award," and that "administrative costs will be paid as a proportion of the reimbursement request for rebates awarded, using the ration provided by the approved budget (i.e. the Partner will not submit payment applications reflecting costs for only administrative activities)." Can the partner submit payment applications for program management costs throughout the course of the grant, or only as a proportion of the reimbursement request for rebates?

A: ‘Payment applications’ known as reimbursement requests or invoices are reviewed and decided on one by one by the DDOE grant manager/administrator at the time they are received.  As stated in the RFA on Page 19, DDOE’s standard practice for grant award payments is to reimburse for expenditures related to work performed and the grantee may submit a reimbursement request, or invoice, at any time during the fiscal year.

Q: There is no "Application Format" for Project 2, but there are requirements embedded within the information on pages 24 to 25, with evaluation criteria on page 26. Should these be outlined in the same format as project 1?

A: No. The “application format” section in Project 1 is specific to Project 1.  The application format of Project 2 should follow the general RFA guidelines found on pages 9-13.

Q: Are the additional requirements, as well as the required documents called for in Section 5. Filing Requirements  outside of the 15 page limit? I'm assuming the 15 pages is only for the Section 3 requirements as we are required to double space, but wanted to confirm.

A: Yes. The 15 page limit is only for the Section 3 requirements.
