The mission of DOEE’s Office of Enforcement and Environmental Justice (OEEJ) is to conserve and protect the air, land, water, and natural resources of the District of Columbia and to ensure a safe and healthy environment by developing and implementing effective enforcement practices, supporting DOEE’s environmental enforcement programs, implementing DOEE’s Environmental Justice Program, and serving as the agency contact for enforcement matters involving U.S. EPA Region 3.
OEEJ supports and coordinates enforcement-related initiatives and activities for DOEE’s environmental divisions and programs. It develops enforcement policies and procedures, maintains data on agency enforcement activities, manages DOEE’s civil infractions program, and facilitates staff training on enforcement and case management matters.
OEEJ administers DOEE’s Environmental Justice (EJ) Program to ensure that District citizens who are low-income, minority, or have limited English proficiency receive equal protection under environmental laws and have meaningful opportunities to participate in environmental decision making undertaken by DOEE. DOEE’s Environmental Justice Coordinator is in the OEEJ.
OEEJ serves as the agency’s key liaison with EPA Region 3 in Philadelphia regarding agency-wide enforcement matters. In this role, OEEJ coordinates implementation of enforcement initiatives designed to improve inspector competencies, foster multimedia and federal/state joint enforcement activities, and track and manage enforcement and compliance data.
