The DCEPC serves as the primary governance body for the development and implementation of the DC Homeland Security and Emergency Management Strategy.
Pursuant to the Mayor’s Order 2012-82, the DC Emergency Preparedness Council (EPC) consists of the chief executives of the District agencies and departments that have a direct or indirect role in planning for, responding to, or recovering from a major emergency or disaster affecting the District of Columbia. The EPC is co-chaired by the Director of the Homeland Security and Emergency Management Agency (HSEMA) and the Deputy Mayor for Public Safety and Justice. The Chairperson of the D.C. Council and the Chairperson of the D.C. Council Committee on the Judiciary are also full members of the EPC.
