Charles Jones is the Deputy Director of the Division of State Initiatives (DSI). DOES first selected Mr. Jones to facilitate the rejuvenation of the Welfare-to-Work initiative, which helped prepare welfare recipients for the workforce. The success of that initiative gave way to Project Empowerment, which provides employment, job counseling, and life-skills services to District residents facing multiple barriers to long-term employment. In addition to Project Empowerment, the Division of State Initiatives also houses DC Career Connections, Learn, Earn, Advance, Prosper (LEAP), Back to Work 50+ and special initiatives conducted in partnership with DC Superior Courts (Diversion Program) and Department of Correction (DC Jail Work Readiness Program). Mr. Jones provides leadership to a staff of more than 40 and is responsible for the day-to-day oversight of all administrative, budgetary, and technical components of the program.

A seasoned professional with more than 20 years of practical experience, Mr. Jones is a well-respected presence in the District’s human services and workforce development arena. Among his multitude of awards and accolades is the prestigious Cafritz Award for distinguished DC government employees, which he received in 2016. Prior to joining DOES, Mr. Jones served as the Director of Employment and Training for the District of Columbia Housing Authority. In that role, he designed and implemented employment and training programs for targeted and at-risk populations.

While his experience in workforce development in the nation’s capital is vast, Mr. Jones professional contributions are especially evident in his work with the returning citizen's community. Since Project Empowerment began in 2001, thousands of returning citizens have been served and have reentered the workforce under his leadership. Project Empowerment has been the subject of local and national recognition. Most recently, Project Empowerment was recognized by the National Association of State Workforce Agencies for outstanding dedication to customers and extraordinary service to the local community.

Mr. Jones earned his Bachelor’s degree in Business Management and a Master’s Degree in Counseling Psychology.
