DCRA accepts online applications for the Certificate of Occupancy required for the purposes of ownership change.
In order to submit your application, you are required to pay a non-refundable application fee ($36.30) using a Visa or MasterCard credit card. Following the submission of your on-line application, it will be reviewed by a zoning technician for conformance with the zoning regulations (11 DCMR) and if it complies, it will be approved. If the current certificate of occupancy was issued more than 10 years ago, the technician will request that an inspection of the subject property be conducted prior to the approval of the application. If the technician needs additional information in order to complete the review of the application, he/she will enter comments into our permit database known as Accela and explain the additional information that is needed. You can check on the status of the review of your application by visiting https://aca.dcra.dc.gov/dcracitizenaccess/. Once the review is completed and approved, you may come to DCRA in one visit to complete the issuance process, pay the issuance fee, and obtain the certificate.
All other types of applications (i.e. load or use change, new tenant in new building, new construction, or revision) must be submitted to DCRA in person. DCRA does not accept applications and payments that are mailed. All applications will be reviewed within 10 business days from the date you applied. Staff will contact you when the application has been approved and is ready to be picked up.
