The premium surcharge, as the funding mechanism supporting the Special Fund, is calculated by reference to the self-insured employers’ paid losses, and the insured employers’ insurance premiums for the immediately preceding fiscal year. This surcharge is calculated to fund the anticipated budget requirements of the upcoming fiscal year and fluctuates in line therewith.
