NOTICE OF FUNDING AVAILABILITY (NOFA) FISCAL YEAR 2021 (FY21)

The District of Columbia Department of Employment Services (DOES) is issuing this Notice of Funding Availability (NOFA) to announce its intent to solicit multiple grant applications for opportunities to support Workforce Development Innovation Initiatives.
The purpose of the grants are to support innovative workforce development solutions for residents of the District of Columbia (District) to increase their success rate of attaining and sustaining employment that forges a path to the middle class and further stimulates the District’s economy.
 
Amendment: On a rolling basis, DOES will accept proposals of no longer than 5 pages for the following program areas:
  • Marion S. Barry Summer Youth Employment Program - proposals to serve youth between the ages of 14-24 years.
  • Division of State Initiatives - proposals to serve adults that are returning citizens or that have barriers to employment.
  • Labor Market Research and Information - Proposals that focus on conducting research on labor market participation, access to jobs or employment, equity and inclusion, and other economic factors.
  • Adult Workforce Programs - proposals to serve adults and seniors that are unemployed or underemployed that are seeking training and job placement support.
  • Labor Law Enforcement - proposals to increase awareness of labor laws and enforcement.
  • Unemployment Insurance Outreach and Engagement - proposals to conduct outreach, engagement, and support to unemployed District workers.
Eligibility: Applicants shall be a Non-Profit, For-Profit, or Institutions of Higher Education that are eligible to do business with the District government. Additional eligibility requirements will be detailed in the individual Request for Applications (RFA) Where applicable, the individual RFAs will be released via the ARIBA e-Sourcing system, through the online Grants Management System or online on the DOES website. Amendment: Unions, Trade and technical schools, Publicschools, Private schools, Parochial schools, and Charter Schools are eligible to apply.
 
Award Period: The grant period will be determined and established in each individual RFA or by DOES.
 
Available Funding: DOES has identified local and federal funding and anticipates awarding multiple grants.
 
Selection Process: Pursuant to the “Workforce Job Development Grant-Making Authority Act of 2012” and Chapter 50 of the District of Columbia Municipal Regulations, DOES may award grants/subgrants through competitive, sole-source and unsolicited proposals. Additionally, per the “Mayor’s Order 2020-103”, “The Director of the Department of Employment Services is delegated the authority vested in the Mayor by section 5b of the District of Columbia Public Emergency Act of 1980, effective March 5, 1981, as added by section 4 of the Coronavirus Support Clarification Emergency Amendment Act of 2020, effective July 7, 2020, D.C. Act 23-332, 67 DCR 8609, to issue public health emergency response grants for job training or certification programs for District residents or District government employees to aide government, businesses, educational, or other organization affected by the COVID-19 public health emergency. The Director of DOES shall exercise this authority only after consulting with the Deputy Mayor for Education.
 
Reservations: DOES reserves the right to issue amendments after the issuance of this NOFA or individual RFA or to rescind the NOFA or individual RFA. DOES is amending the RFA as of June 4, 2021.
